What taxes are applicable to private individuals?
BULGARIA
Income tax for private individuals amounts to 10%.
The social security contributions are generally calculated as follows:
- Basic social security (unemployment insurance etc.): 17,3 % of the gross salary;
- Pension insurance: 5 % of the gross salary;
- Health insurance: 8 % of the gross salary;
- The employer must pay 60 % of the insurance contributions, the employee the remaining 40 %.
Further, the employer must bear the costs of the occupation accident insurance that amounts between 0,4 % and 1,1 % of the gross salary, depending on the job.

Social Contributions for Employees
An company with employees must comply with Romania’s payroll tax regulations as outlined in Law no. 227/2015 (Tax Code). These include both employee- and employer-side contributions, withheld and paid monthly.
Employee-side contributions (withheld by the employer):
- 10% Income Tax (Impozit pe venit): Applied to the gross salary of the employee.
- 25% Social Insurance Contribution (CAS): This funds the public pension system.
- 10% Health Insurance Contribution (CASS): Provides access to Romania’s national healthcare system.
Employer-side contributions:
- 2.25% Labor Insurance Contribution (CAM): Covers unemployment benefits, risk and accident insurance, and other labor-related protections. This is paid on top of the employee’s gross salary and is borne entirely by the employer.
